I really do not think any of them answered the question conclusively on what is a consider a new warhead. There was this dance between developing new systems vs building something new yet it same design. I honestly think the entire &#8220;revamping&#8221; our stance was pointless. It just made them feel good to say. If you take the N out of NPR, then leaves you with PR. Most of the news coming from Obama hasn&#8217;t even been real news. Heck some of it like the emissions anouncement already happened april 2009. And the tv anouncement was a little bit later. I watched it live with my own eyes. The offshore oil anouncement. Not ONE commitment made. In the end of it all they said &#8220;studies will determine&#8221; if it&#8217;s possible. We call this an out.
